Driving Licence Card Account (DLCA)
Public Entity · Economic Infrastructure and Development · reports to Department of Transport (DOT)
The Driving Licence Card Account produces South Africa’s driving licence cards. It operates as a trading entity within the Department of Transport.
It manufactures and personalises the driving licence card and distributes it to driving licence testing centres for issue to applicants. Its operation depends on a single card production machine, whose failures have caused substantial national backlogs in card issue.
Procurement of a replacement production capability has been the subject of an adverse Auditor-General finding on the tender process, and the card design itself is being replaced under a project to introduce a new card with improved security features.
