Film and Publication Board (FPB)

The Film and Publication Board classifies films, games and certain publications. It operates under the Films and Publications Act, 1996 (Act No. 65 of 1996), as amended.

Its classification decisions determine the age restrictions and consumer advice applied to content distributed in South Africa, and it registers distributors and exhibitors. Its statutory purpose is to protect children from exposure to disturbing and harmful material and from sexual exploitation.

The 2019 amendment extended its remit to online distributors and streaming services, and introduced provisions on the non-consensual distribution of intimate images and on hate speech in published content. It reports to the Department of Communications and Digital Technologies.
