The Independent Communications Authority of South Africa regulates the electronic communications, broadcasting and postal sectors. It is established under section 192 of the Constitution, which requires an independent authority to regulate broadcasting in the public interest, and under the ICASA Act, 2000 (Act No. 13 of 2000).
It licenses broadcasters, electronic communications network and service providers, and postal operators; plans and assigns radio frequency spectrum; sets and enforces regulations on competition, interconnection and facilities leasing; and protects consumers through end-user and subscriber service standards.
Its spectrum work has included the licensing of high-demand spectrum and the migration from analogue to digital terrestrial television. Complaints against licensees are heard by its Complaints and Compliance Committee.
