Ingonyama Trust Board
Public Entity · Economic Infrastructure and Development · reports to Department of Land Reform and Rural Development (DLRRD)
The Ingonyama Trust Board administers land held by the Ingonyama Trust in KwaZulu-Natal. The Trust was established by the KwaZulu Ingonyama Trust Act, 1994, immediately before the first democratic election, and the Board was constituted under a 1997 amendment.
The Trust holds roughly 2.8 million hectares of land, close to a third of KwaZulu-Natal, with the Zulu King as sole trustee. The land is occupied by communities holding rights under customary law.
The Board administers the land for the benefit and material welfare of those communities. Its practice of converting customary occupation rights into leases requiring rental payment was declared unlawful by the High Court in 2021. It reports to the Department of Land Reform and Rural Development.
