The Judicial Inspectorate for Correctional Services provides independent oversight of the treatment of inmates and conditions in correctional centres. It operates under the Correctional Services Act, 1998, and is headed by an Inspecting Judge.
It investigates deaths in custody, complaints of assault and the use of force, segregation and mechanical restraint, and the general conditions under which inmates are held. Independent Correctional Centre Visitors appointed by it visit facilities, record inmate complaints and attempt to resolve them locally.
It reports to the Minister and to Parliament, and its annual reports are a principal public source on conditions in South African correctional centres, including overcrowding and remand detention.
