Municipal Demarcation Board (MDB)

The Municipal Demarcation Board is an independent authority responsible for determining municipal boundaries in South Africa. It is provided for in section 155(3)(b) of the Constitution and established under the Local Government: Municipal Demarcation Act, 1998 (Act No. 27 of 1998).
It determines the outer boundaries of metropolitan, district and local municipalities, and delimits the wards within municipalities that hold ward elections. Its determinations are made independently of national, provincial and local government, and they define the municipal map used for local government elections.
It also assesses the capacity of district and local municipalities to perform their functions, which informs the division of powers and functions between them. Boundary determinations follow a public process of consultation, objection and reconsideration.
