The Pan South African Language Board promotes multilingualism and develops the official languages of South Africa. It is established under section 6(5) of the Constitution, which requires national legislation to create a body to promote and create conditions for the development and use of the official languages, the Khoi, Nama and San languages, and South African Sign Language.
Its functions under the Pan South African Language Board Act, 1995 (Act No. 59 of 1995) include developing previously marginalised languages, promoting respect for languages used in the country including those used for religious purposes, and preventing the use of any language for the purposes of exploitation, domination or division.
It operates through national lexicography units and provincial language committees, investigates complaints about language rights violations, and advises on language policy. South African Sign Language was recognised as the country’s twelfth official language in 2023.
