President’s Fund

The President’s Fund was established under the Promotion of National Unity and Reconciliation Act, 1995 (Act No. 34 of 1995) to pay reparations to victims identified by the Truth and Reconciliation Commission.

The Commission recommended reparations for those it found to be victims of gross human rights violations. The fund has made once-off individual reparation payments to designated victims, and provides for community rehabilitation, medical benefits, educational assistance and housing support for victims and their dependants.

A substantial balance has remained unspent, and the pace of disbursement and the criteria limiting eligibility to those who appeared before the Commission have been the subject of litigation and sustained criticism. It is administered within the Department of Justice and Constitutional Development.
