The South African Human Rights Commission is the national human rights institution, established under section 181 of the Constitution as one of the six state institutions supporting constitutional democracy.

Section 184 requires it to promote respect for human rights and a culture of human rights, to promote the protection, development and attainment of human rights, and to monitor and assess the observance of human rights in the country. It may investigate and report on the observance of human rights, take steps to secure appropriate redress where rights have been violated, and carry out research and education.

It has a distinct power to require organs of state to provide information on the measures they have taken towards realising the socio-economic rights in the Bill of Rights, covering housing, health care, food, water, social security, education and the environment. It is also the regulator for access to information under the Promotion of Access to Information Act.
