The South African National Roads Agency manages the national road network. It was established under the South African National Roads Agency Limited and National Roads Act, 1998 (Act No. 7 of 1998), and is wholly owned by government.
It is responsible for financing, planning, designing, constructing, operating and maintaining South Africa’s national roads, a network of more than 20,000 kilometres. The network is divided between non-toll roads, funded from the fiscus, and toll roads, funded from toll revenue and borrowing raised against it.
The agency issues bonds in its own name to fund toll infrastructure. The Gauteng Freeway Improvement Project and the open road tolling associated with it proved contentious, and government ultimately assumed a large share of that debt. SANRAL reports to the Department of Transport.
