The Universal Service and Access Agency of South Africa promotes universal service and access to electronic communications. It operates under the Electronic Communications Act, 2005 (Act No. 36 of 2005).

Its mandate is to promote the goal that all South Africans have access to electronic communications services, particularly in under-serviced areas. It administers the Universal Service and Access Fund, into which licensees contribute a percentage of revenue.

The Fund has financed connectivity projects, telecentres and, most substantially, the subsidised set-top boxes provided to poor households for the migration from analogue to digital terrestrial television. It reports to the Department of Communications and Digital Technologies.
