Accounting Standards Board (ASB)

The Accounting Standards Board sets accounting standards for the public sector. It was established under the Public Finance Management Act, 1999 (Act No. 1 of 1999).
It develops and issues Standards of Generally Recognised Accounting Practice, known as GRAP, which departments, public entities, constitutional institutions, municipalities and municipal entities must apply in preparing their financial statements.
GRAP is based on international public sector accounting standards, adapted to South African circumstances. The standards the Board sets determine how public bodies recognise and measure assets, liabilities, revenue and expenses, and therefore what the Auditor-General audits against. It reports to National Treasury.
