The Auditor-General is the supreme audit institution of South Africa and one of the six state institutions supporting constitutional democracy listed in section 181 of the Constitution. It is independent and subject only to the Constitution and the law.
Section 188 requires it to audit and report on the accounts, financial statements and financial management of all national and provincial departments and administrations, all municipalities, and any other institution required by legislation to be audited by it. Its reports must be made public and are tabled in the relevant legislature.
Beyond the regularity audit, it reports on performance against predetermined objectives and on compliance with legislation, and issues the consolidated general reports on national, provincial and local government audit outcomes. Amendments to the Public Audit Act in 2018 gave it powers to refer material irregularities and to issue certificates of debt against accounting officers who fail to act on them.
