The Central Energy Fund is a state-owned energy group operating under the Central Energy Fund Act, 1977 (Act No. 38 of 1977). It holds government’s commercial interests across the petroleum and energy value chain.
Its subsidiaries and interests have included PetroSA, which operates the gas-to-liquids refinery at Mossel Bay and holds upstream assets; the Strategic Fuel Fund, which manages South Africa’s strategic crude oil stocks and the storage facilities at Saldanha Bay; iGas, which holds the state’s interest in natural gas transmission including the Mozambique pipeline; and the South African National Energy Development Institute.
It also administers the Equalisation Fund, which smooths certain fuel price effects. The sale of strategic crude oil reserves in 2015 and its subsequent partial reversal drew significant scrutiny. It falls within the electricity and energy portfolio.
