The Civilian Secretariat for Police Service provides civilian oversight of the South African Police Service and policy advice to the Minister of Police. It gives effect to section 208 of the Constitution, which requires a civilian secretariat for the police service, and operates under the Civilian Secretariat for Police Service Act, 2011 (Act No. 2 of 2011).
Its functions include developing policy and legislation for the police service, monitoring and evaluating police performance and compliance with the Domestic Violence Act, conducting research into policing, and promoting community police relations through community policing forums.
It reports to the Minister of Police and to Parliament, and works alongside the Independent Police Investigative Directorate, which investigates specific categories of police misconduct and criminality.
