The CRL Rights Commission is one of the six state institutions supporting constitutional democracy established under section 181 of the Constitution.

Section 185 gives it the objects of promoting respect for the rights of cultural, religious and linguistic communities, promoting and developing peace, friendship, humanity, tolerance and national unity among those communities on the basis of equality, non-discrimination and free association, and recommending the establishment or recognition of a community council.

It may monitor, investigate, research, educate, lobby, advise and report on issues concerning the rights of these communities, and may receive and deal with complaints. Its work has included inquiries into the commercialisation of religion and into traditional and customary practices such as initiation.
