The Cross-Border Road Transport Agency regulates cross-border road transport between South Africa and its neighbours. It was established under the Cross-Border Road Transport Act, 1998 (Act No. 4 of 1998).
It issues cross-border permits to freight and passenger operators, without which a vehicle may not undertake cross-border road transport for reward, and it enforces compliance through roadside inspection in cooperation with other authorities.
It also advises on cross-border transport policy, negotiates market access with neighbouring states, and conducts research on the operating conditions and non-tariff barriers that affect regional road transport corridors. It reports to the Department of Transport.
