The Department of Women, Youth and Persons with Disabilities, located in the Presidency, drives the realisation of rights for women, young people and persons with disabilities across government.

It was established in 2019, expanding the former Department of Women to include the youth and disability mandates. Its role is largely one of policy leadership, coordination, monitoring and advocacy rather than direct service delivery: it works to ensure that other departments mainstream these constituencies in their planning, budgeting and programmes.

Its work includes the National Strategic Plan on Gender-Based Violence and Femicide, women’s economic empowerment, youth development policy, and giving effect to South Africa’s obligations under the United Nations Convention on the Rights of Persons with Disabilities. The National Youth Development Agency and the Commission for Gender Equality fall within its wider portfolio, the latter as an independent constitutional body.
