The Development Bank of Southern Africa is a development finance institution that funds infrastructure in South Africa and the wider Southern African Development Community region. It operates under the Development Bank of Southern Africa Act, 1997 (Act No. 13 of 1997), and is wholly owned by government.

It finances economic infrastructure including energy, transport, water and telecommunications, and social infrastructure including health, education and human settlements. Beyond lending, it prepares and packages projects, provides technical assistance and implementation support to municipalities, and acts as an implementing agent for government infrastructure programmes.

It raises funding on domestic and international capital markets and from development finance partners, and reports to National Treasury.
