Financial Sector Conduct Authority (FSCA)
Public Entity · Finance and Administration Services · reports to National Treasury
The Financial Sector Conduct Authority is the market conduct regulator for South African financial institutions. It was established under the Financial Sector Regulation Act, 2017 (Act No. 9 of 2017), replacing the Financial Services Board.
It is one half of South Africa’s Twin Peaks regulatory model: the FSCA supervises how financial institutions treat their customers and behave in markets, while the Prudential Authority within the Reserve Bank supervises their financial soundness.
Its remit covers banks, insurers, retirement funds, collective investment schemes, financial advisers and market infrastructure. It licenses financial service providers, enforces treating customers fairly principles, investigates market abuse and insider trading, and promotes financial literacy.
