Government Employees Medical Scheme (GEMS)

Public Entity · Finance and Administration Services · reports to Department of Public Service and Administration (DPSA)

The Government Employees Medical Scheme is the restricted medical scheme for South African public service employees. It was established in 2005 and registered under the Medical Schemes Act, 1998.

It was created to improve access to affordable health care for public servants, particularly those in lower salary bands who had previously been unable to afford scheme membership. It offers a range of benefit options at different contribution levels, and government contributes a subsidy towards members’ contributions as part of their conditions of service.

It is one of the largest medical schemes in South Africa by membership. It is regulated by the Council for Medical Schemes and is governed by a board of trustees drawn from members and the employer.
