The Housing Development Agency identifies, acquires and prepares land for human settlements development. It was established under the Housing Development Agency Act, 2008 (Act No. 23 of 2008).
Its core function is land assembly: identifying suitable well-located land and buildings for housing, acquiring them, and holding and releasing them for development by provinces and municipalities. It also provides project management and implementation support.
Its work includes informal settlement upgrading support, priority housing development area planning, and acting as implementing agent for provincial human settlements projects. It reports to the Department of Human Settlements.
