National Council of Provinces (NCOP)

The National Council of Provinces is the second house of Parliament, created to represent the provinces and to ensure that provincial interests are taken into account in national legislation.
It is made up of 90 delegates, ten from each province, comprising six permanent delegates and four special delegates including the Premier or a nominee. Organised local government is represented by up to ten non-voting delegates.
On bills affecting the provinces, each provincial delegation votes as a single bloc on the mandate of its provincial legislature, so the province rather than the individual delegate carries the vote. The Council also has an oversight role over the provincial and local spheres, and its select committees consider legislation referred from the National Assembly.
