The National Home Builders Registration Council protects housing consumers and regulates the home building industry. It operates under the Housing Consumers Protection Measures Act, 1998 (Act No. 95 of 1998).
Home builders must register with the Council, and new homes must be enrolled with it before construction begins. It inspects homes during construction, sets technical standards, and maintains a warranty fund that covers major structural defects for five years, roof leaks for one year, and deficiencies in workmanship and materials for three months after occupation.
It also enrols subsidy housing built under government programmes, and can take disciplinary action against builders who fail to meet the required standards. It reports to the Department of Human Settlements.
