The Office of the Valuer-General provides valuations of property for land reform purposes. It was established under the Property Valuation Act, 2014 (Act No. 17 of 2014).
It values property that the state intends to acquire or dispose of for land reform, and property in respect of which a restitution claim has been lodged. Its valuations are made according to a prescribed methodology rather than open market value alone.
That methodology gives effect to section 25(3) of the Constitution, which requires that compensation for expropriation be just and equitable, balancing market value against the history of acquisition, the extent of state investment, the use of the property and the purpose of the expropriation. It reports to the Department of Land Reform and Rural Development.
