The Ports Regulator of South Africa regulates the commercial ports system. It was established under the National Ports Act, 2005 (Act No. 12 of 2005).
Its principal function is economic regulation: it approves the tariffs the Transnet National Ports Authority may charge port users, applying a methodology intended to balance the Authority’s revenue requirement against the cost burden on the economy. Port tariffs are a significant input cost for exporters.
It also monitors the Authority’s compliance with the Act, hears complaints and appeals from port users, and promotes equity of access to ports and port services. It reports to the Department of Transport.
