Railway Safety Regulator (RSR)

The Railway Safety Regulator oversees safety in the South African railway industry. It operates under the National Railway Safety Regulator Act, 2002 (Act No. 16 of 2002).
It issues safety permits, without which an operator may not run trains, and sets and enforces railway safety standards. Operators must report occurrences to it, and it investigates railway accidents and incidents to determine cause and require corrective action.
Its oversight covers freight and passenger operators including Transnet Freight Rail and PRASA, as well as private and industrial railways. It publishes an annual state of safety report, which documents operational occurrences, security-related incidents and level crossing collisions. It reports to the Department of Transport.
