The South African Civil Aviation Authority regulates civil aviation safety and security. It operates under the Civil Aviation Act, 2009 (Act No. 13 of 2009).
It licenses pilots, engineers, air traffic controllers and cabin crew, certifies aircraft and operators, approves maintenance organisations and aviation training schools, and oversees aviation security at airports.
It also conducts oversight audits, enforces compliance with the standards of the International Civil Aviation Organization, and operates the Accident and Incident Investigation Division, which investigates aviation accidents to establish cause and prevent recurrence rather than to apportion blame. It reports to the Department of Transport.
