The South African Diamond and Precious Metals Regulator regulates trade in diamonds and precious metals. It operates under the Diamonds Act, 1986 and the Precious Metals Act, 2005.
It licenses diamond producers, dealers, cutters, polishers, researchers and tool makers, and licenses those who refine, trade in or beneficiate precious metals including gold and the platinum group metals. It regulates the export of unpolished diamonds and administers South Africa’s obligations under the Kimberley Process Certification Scheme, which is intended to keep conflict diamonds out of legitimate trade.
It also promotes local beneficiation and equitable access to the industry, and operates the State Diamond Trader’s supply framework alongside it. It reports to the Department of Mineral and Petroleum Resources.
