The State Diamond Trader buys and sells rough diamonds to promote local beneficiation. It was established under the Diamonds Amendment Act, 2005.
Diamond producers in South Africa are required to offer a portion of their run-of-mine production to the Trader, which then sells to local cutters and polishers. The purpose is to give domestic beneficiators reliable access to rough stones, which they had previously struggled to obtain in the quantities and assortments they needed.
Its customers are licensed South African diamond beneficiators, with an emphasis on developing small and historically disadvantaged enterprises in the cutting and polishing industry. It reports to the Department of Mineral and Petroleum Resources.
