The Trans-Caledon Tunnel Authority finances and implements bulk raw water infrastructure on behalf of the state. It was established in 1986 to carry out South Africa’s obligations under the treaty with Lesotho governing the Lesotho Highlands Water Project.

Its original function was the South African portion of that project, including the delivery tunnel that brings water from Lesotho into the Vaal system. Its mandate was later broadened to fund and manage other national water resource projects, including the Vaal River Eastern Subsystem Augmentation Project, the Mokolo and Crocodile River scheme, the Berg Water Project and the Olifants River Water Resources Development Project.

It raises finance in capital markets against future water tariff revenue rather than from the fiscus, and reports to the Department of Water and Sanitation.
