The Independent Development Trust is a schedule 2 public entity that implements social infrastructure projects on behalf of government departments.
It was established in 1990 as a grant-making development agency funded by an initial government endowment, and was later repositioned as a government implementing agent. In that role it manages the delivery of social infrastructure, principally schools, clinics and other public buildings, on behalf of client departments that lack in-house project management capacity.
It also implements components of the Expanded Public Works Programme in the non-state and social sectors. Its funding model, which depends on management fees from client departments, has been a persistent source of financial strain, and its future form has been under review. It reports to the Department of Public Works and Infrastructure.
