The International Trade Administration Commission administers trade instruments for South Africa and the Southern African Customs Union. It was established under the International Trade Administration Act, 2002 (Act No. 71 of 2002).
Its three core functions are customs tariff investigations, trade remedies, and import and export control. It investigates applications to increase or reduce customs duties and makes recommendations to the Minister.
Its trade remedy work covers anti-dumping, countervailing and safeguard investigations, which provide relief to domestic producers against unfairly traded or surging imports. It also issues import and export permits for controlled goods, including scrap metal, second-hand goods and waste. It reports to the Department of Trade, Industry and Competition.
