National Empowerment Fund (NEF)

The National Empowerment Fund provides finance and support to black-owned and black-empowered businesses. It was established under the National Empowerment Fund Act, 1998 (Act No. 105 of 1998).
Its mandate is to promote and facilitate black economic participation through the provision of financial and non-financial support, and to encourage a culture of saving and investment among black South Africans. It provides debt, equity and mezzanine finance across a range of sectors and transaction sizes.
Its funds cover start-up and expansion capital, franchising, rural and community development projects, strategic industrial projects, and acquisition finance for black investors taking stakes in established businesses. It reports to the Department of Trade, Industry and Competition.
