The National Energy Regulator of South Africa regulates the electricity, piped gas and petroleum pipeline industries. It was established under the National Energy Regulator Act, 2004 (Act No. 40 of 2004).
In electricity it licenses generation, transmission, distribution and trading, and approves the tariffs charged by Eskom and by municipal distributors. Its determinations on Eskom’s multi-year price applications are among the most consequential regulatory decisions in the economy.
In piped gas and petroleum pipelines it licenses construction and operation and sets or approves tariffs. Its regulatory role has expanded with the Electricity Regulation Amendment Act and the opening of generation to private producers.
