National Skills Fund (NSF)

The National Skills Fund finances skills development priorities that fall outside the sector education and training authorities. It is established under the Skills Development Act, 1998, and receives twenty percent of the skills development levy collected from employers.
Its purpose is to fund projects identified in the National Skills Development Plan as national priorities, and skills development for people who are not in formal employment, including the unemployed, non-levy-paying cooperatives, non-governmental organisations and community structures.
It funds bursaries, learnerships, artisan development, TVET college infrastructure and capacity, and worker education. Its administration and grant management have attracted sustained adverse audit findings. It reports to the Department of Higher Education and Training.
