Parliament is the national legislature of South Africa, established under Chapter 4 of the Constitution and seated in Cape Town. It consists of two houses: the National Assembly and the National Council of Provinces.
Its functions are to pass legislation, to elect the President, to provide a national forum for public consideration of issues, and to scrutinise and oversee executive action. Members of the Cabinet are accountable to it both collectively and individually.
Most of Parliament’s detailed work is done in portfolio and select committees, which consider bills, interrogate departmental budgets and annual reports, and hold departments and public entities to account. The Constitution requires it to facilitate public involvement in its processes and to conduct its business in the open.
