The Unemployment Insurance Fund provides short-term income support to workers who become unemployed or are unable to work. It operates under the Unemployment Insurance Act, 2001 and the Unemployment Insurance Contributions Act, 2002, and falls under the Department of Employment and Labour.
It is financed by contributions from employers and employees, each contributing one percent of remuneration, collected mainly through the South African Revenue Service. Benefits cover unemployment, illness, maternity, adoption and parental leave, and dependants of deceased contributors.
The fund also runs the Labour Activation Programme, which funds training, enterprise development and public employment schemes intended to return beneficiaries to work. It administered the COVID-19 Temporary Employer/Employee Relief Scheme, which paid out on an unprecedented scale and drew significant audit attention.
