The W&RSETA is the sector education and training authority for wholesale and retail, established under the Skills Development Act, 1998 and funded by the skills development levy.

Its scope covers retail chains, wholesalers, spaza and informal traders, and the distribution businesses that supply them. Wholesale and retail is one of the largest employers in South Africa and a significant entry point into the labour market for young people.

It develops the sector skills plan, funds learnerships, internships and skills programmes, awards bursaries, and runs targeted programmes for small and informal retailers including support for spaza shop owners. It also operates retail-focused chairs and academies in partnership with universities.
