The CETA is the sector education and training authority for construction, established under the Skills Development Act, 1998 and funded by the skills development levy.
Its scope covers civil engineering construction, building construction, electrical and mechanical contracting, plumbing, and the professional built environment disciplines. The sector is cyclical and project-based, with a large proportion of employment in small contractors and on temporary contracts.
It develops the sector skills plan, funds learnerships, apprenticeships, internships and bursaries, and supports artisan development in the building trades including bricklaying, carpentry, plumbing and electrical work. It works alongside the Construction Industry Development Board, which regulates contractor grading.
