The Council for Medical Schemes regulates the medical schemes industry in South Africa. It was established under the Medical Schemes Act, 1998 (Act No. 131 of 1998).
It registers medical schemes, administrators and brokers, approves scheme rules and benefit options, and monitors the financial soundness of schemes including their statutory solvency reserves. It enforces the open enrolment, community rating and prescribed minimum benefit requirements that prevent schemes from excluding members on health grounds.
It handles complaints from members against their schemes, and its rulings may be appealed to an independent appeal board. It reports to the Department of Health.
