The Council on Higher Education advises the Minister on higher education policy and is responsible for quality assurance in the sector. It was established under the Higher Education Act, 1997 (Act No. 101 of 1997).
Through its permanent committee, the Higher Education Quality Committee, it accredits higher education programmes, conducts institutional audits, and carries out national reviews of qualifications in particular fields. Accreditation by the Committee is a precondition for a programme to be offered.
It manages the Higher Education Qualifications Sub-Framework, which sets the qualification types and levels for the sector, and publishes research and monitoring reports on the state of higher education.
