Department of Small Business Development (DSBD)
National Department · Economic Infrastructure and Development
The Department of Small Business Development leads national policy and support for small, medium and micro enterprises and for co-operatives. It was established in 2014 to give the sector dedicated attention within the economic cluster.
Its work covers the regulatory environment for small business, access to finance and markets, enterprise and supplier development, township and rural enterprise support, and measures to reduce the administrative burden that falls disproportionately on smaller firms. It administers the National Small Enterprise Act and hosts the Small Enterprise Ombud Service created by the 2024 amendment to that Act.
The Small Enterprise Development Agency and the Small Enterprise Finance Agency report to it, providing non-financial business support and finance respectively.
