The Department of Social Development is responsible for social protection, social welfare services and community development, giving effect to the constitutional right of access to social security.
It sets policy for the social assistance system through which social grants reach millions of South Africans each month, including the older person’s grant, the child support grant, the disability grant and the foster care grant. Its welfare services cover child protection, services to older persons and people with disabilities, substance abuse treatment, and victim empowerment.
The South African Social Security Agency administers grant payments, the National Development Agency funds civil society programmes to reduce poverty, and both report to the department.
