The merSETA is the sector education and training authority for manufacturing, engineering and related services. It is established under the Skills Development Act, 1998, and funded by the skills development levy paid by employers in its sector.

It covers five chambers: metal and engineering, auto manufacturing, motor retail and components, new tyre manufacturing, and plastics manufacturing. Together these span a large share of South African industrial employment.

It develops the sector skills plan, registers and funds learnerships, apprenticeships and internships, accredits training providers, and administers artisan trade testing pathways in its trades. Artisan development is a particular focus given the shortage of qualified artisans in engineering trades.
