National Credit Regulator (NCR)

The National Credit Regulator regulates the South African consumer credit market. It was established under the National Credit Act, 2005 (Act No. 34 of 2005).

It registers credit providers, credit bureaux, debt counsellors, payment distribution agents and alternative dispute resolution agents, and enforces compliance with the Act. Its mandate includes preventing reckless lending, requiring affordability assessments before credit is granted, and regulating the accuracy of consumer credit information.

It oversees the debt counselling and debt review process through which over-indebted consumers restructure their obligations, and it may refer contraventions to the National Consumer Tribunal for adjudication.
