The Department of Home Affairs is the custodian of South African citizenship and civil identity, and controls the movement of people across the country’s borders.

Its civic services register births, marriages and deaths, maintain the National Population Register, and issue identity documents and passports. Its immigration functions cover visas and permits, permanent residence, refugee status determination, admissions at ports of entry, and enforcement against illegal migration.

The department is the source of the identity record on which most other public and private services depend, from banking and voting to grants and school enrolment. The Government Printing Works and the Electoral Commission both fall within its portfolio.
