Department of Land Reform and Rural Development (DLRRD)

National Department · Economic Infrastructure and Development

The Department of Land Reform and Rural Development is responsible for land reform, land administration and rural development.

It became a standalone department in 2024, when the former Department of Agriculture, Land Reform and Rural Development was divided in the seventh administration. Mzwanele Nyhontso was appointed Minister on 3 July 2024.

Its work covers the three pillars of land reform: restitution of land rights lost through racially discriminatory laws after 1913, redistribution of agricultural land, and tenure reform for people whose rights to land are legally insecure. It also administers the deeds registries and the national cadastre, provides post-settlement support to land reform beneficiaries, and coordinates rural development programmes. The Commission on Restitution of Land Rights, the Ingonyama Trust Board and the Office of the Valuer-General report to it.
