The Department of Human Settlements is responsible for housing policy and for the creation of sustainable, integrated human settlements, giving effect to the constitutional right of access to adequate housing.
It sets national housing policy and norms, and funds delivery mainly through conditional grants to provinces and accredited municipalities. Its programmes include subsidised housing for low-income households, upgrading of informal settlements, the provision of serviced sites, social and rental housing, and support for first-time buyers in the gap market.
The National Home Builders Registration Council, the Housing Development Agency, the National Housing Finance Corporation and the Social Housing Regulatory Authority report to it.
