National Treasury manages South Africa’s national government finances. Its mandate comes from Chapter 13 of the Constitution, which requires transparency, accountability and sound financial controls in the management of public money, and from the Public Finance Management Act, 1999 (Act No. 1 of 1999).
The department prepares the national Budget, allocates revenue between the national, provincial and local spheres, manages government’s debt and cash, and oversees public sector procurement policy. It also monitors the implementation of provincial and municipal budgets, and enforces the financial management standards the PFMA sets for departments and public entities.
Several bodies fall under it, including the South African Revenue Service, the Financial Sector Conduct Authority, the Public Investment Corporation, the Government Pensions Administration Agency and the Accounting Standards Board.
